v626 - Motion Detector doesn't work at lowest Sensitivity Setting

The Motion Detector doesn't seem to work when it is set to the lowest (i.e. default) sensitivity setting.

Closing Old Vision Module issues. New Vision Modules coming, these issues are moot.

It works...but not well. And it isn't consistent. Still a problem.
